Kill Command is an instant ability that works outside the global cooldown, dealing 127 extra damage through your pet. It can become available even while technically still on cooldown, so you need to watch for it and fire it off whenever it lights up.

Blood Fury gives you 282 Attack Power at level 70 for 15 seconds on a 2-minute cooldown. The healing reduction during the buff is a minor downside. In TBC, Blood Fury applies to ranged attacks (it didn't in Classic), and because of pet scaling, some of that Attack Power bonus flows to your companion as well.
For PvP, Hardiness adds 15% stun resistance. Against Rogues especially, this can flip fights in your favor.
Troll comes in second with racials that are strong but harder to maximize. Berserking gives 10-30% attack speed depending on your current health, with the bigger bonus at lower HP. At full health you only get 10%. Matching or beating Orc damage requires popping Berserking while injured, and doing that consistently in raids is tough.
Bow Specialization gives 1% crit with bows, which stays relevant since bows are common throughout TBC. Beast Slaying adds 5% damage against Beasts, great for leveling but only useful against a handful of raid bosses.

Draenei brings Heroic Presence, an aura giving 1% hit chance to everyone in your party within 30 yards, including Hunter pets. Changes to drums now apply a 2-minute Tinnitus debuff that prevents spam usage, but having a designated drummer in your party still matters. If someone else in your group handles drums, this benefit becomes less personally relevant.
Crafted Gear: The Primalstrike leather set gives you three pre-raid Best in Slot pieces right out of the gate. Other pieces from the set are near-BiS as well. The Ebon Netherscale set (Belt, Bracers, Breastplate) offers alternatives for certain slots.
