With A View is one of the quests added in ARC Raiders' Headwinds update. You pick it up from Shani, the Security Trader, back in Speranza. She's investigating some strange streaks of light in the sky above Stella Montis and needs you to gather two specific items and interact with equipment on the map to help her out.
You don't have to finish everything in a single raid, which takes some pressure off given how tricky the required items can be to find. Your progress carries over between runs.

Recommended Approach
Before jumping into the walkthrough, here's a smarter way to tackle this quest:
Grab Both Items Before Doing Anything Else: You might be tempted to run straight to the Control Room the moment you find a Rotary Encoder. Resist that urge. It's more efficient to locate both the Rotary Encoder and the Ion Sputter first. Otherwise, you might finish the Control Room steps and then spend three more raids hunting for the Ion Sputter.
Pick Your Spawn Carefully: When loading into Stella Montis, try to spawn near Assembly or Medical Research. Both give you quick access to the main loot areas where your items can appear.
Expect Company: Assembly and the Workshops are popular spots. Other raiders will be combing through the same areas, competing for the same loot. If you load in late or notice heavy traffic, check the quieter locations like Medical Research or Business Center instead. Untouched loot might be waiting there.
Ask Around: The ARC Raiders community can be surprisingly helpful. If you're struggling, ask other players in your raid. Someone who already finished the quest might trade you what you need or share an item they found. This works especially well for the Rotary Encoder since veterans often pass those along.
Walkthrough
Step 1: Deploy and Start Searching
Load into Stella Montis and start hunting for both items. Plan your route based on where you spawn.
If you drop near Assembly, work through the Workshops first and check every drawer, cabinet, and container. If you spawn further away, head toward Medical Research or Business Center before looping back to Assembly.
Both items appear in the same container types, so one thorough sweep of an area could net you both.
Step 2: Find the Control Rooms
Once you have a Rotary Encoder (and hopefully the Ion Sputter too), head to the Assembly Workshops. This section sits above the main Assembly floor.
Look for stairwells leading up to office areas. The Control Rooms are inside these upper offices. Two separate Control Rooms exist in this area, and either one works for the quest.
Step 3: Activate the Server Switch
Inside the Control Room, look for a bright yellow server switch panel. It's hard to miss.
Walk up to it and interact. Having the Rotary Encoder in your inventory enables this interaction, but the item stays with you afterward.
Step 4: Use the Computer
Stay in the same room after activating the switch. Look for a computer terminal nearby that now shows an interaction prompt.
Interact with the computer to finish the investigation portion of the quest.
Step 5: Extract and Turn In
With the Control Room done, you need to get out of Stella Montis alive while carrying the Ion Sputter. Head for an extraction point.
If the Ion Sputter is already in your safe pocket, make a beeline for extraction. If you still need one, keep searching the loot spots mentioned earlier, then extract once you have it.
Back in Speranza, talk to Shani and hand over the Ion Sputter to wrap up the quest.
