Outstanding Balance is a side quest introduced in the Flashpoint update. Tian Wen had a deal lined up with a Raider called Dodger for a Bastion Cell, but Dodger went quiet and never delivered. She wants you to track him down through the Blue Gate map, find out what happened, and bring back proof.
No special prerequisites here. All players can pick this one up from Tian Wen as soon as the Flashpoint update is live.
The One Round Rule
This is a deliverable quest, which means everything has to happen in a single raid. From the moment you pick up Dodger's Note, you cannot die. If you go down while carrying it, you lose the item and have to start the whole thing over in a fresh round. Don't underestimate this one just because it looks like a simple errand run.
Recommended Loadout
Most of this quest plays out in the Traffic Tunnels on Blue Gate, which is one of the nastier areas on the map. You're dealing with ARC ground units throughout, and there's a real chance of running into a Bastion or Bombardier depending on the spawn. The Flashpoint update also added Shredders to this zone, so the tunnels are more dangerous now than they used to be.
- Strong weapons - The tunnels are tight and you'll have enemies to deal with. Bring something that can clear ARC units without eating through all your resources before you reach the stash.
- Photoelectric Cloak - If you have one, bring it. It lets you slip past enemies rather than fighting through all of them, which saves time and resources in the tunnels.
- Safety Pocket - Once you grab Dodger's Note at Pilgrim's Peak, stick it in here immediately. If you get downed before extracting, a Safety Pocket keeps the item safe.

Step 1 - Dodger's Cache in the Traffic Tunnels
Getting There
Load into Blue Gate and head for the Traffic Tunnels, which sit in the northern underground section of the map. You've got options for how to get in: you can go through the main Checkpoint area, or take one of the side ladders scattered across the northern part of the map that drop you straight underground. Pick whichever feels safer given how the round is going.
Finding the Cache
Once you're inside, keep moving. The target is at the very back of the tunnels, specifically the far back of the upper right section (the right corner of the northwestern tunnel). Don't stop halfway through.
You'll know you're in the right spot when the area starts to look like someone was living there. There are ARC units in this part of the tunnels, so be ready for a fight or use your Cloak to get past them. On the right side of the back area, up against some orange crates, you'll see an interaction prompt. That's Dodger's Cache.
There may be a weapons cache near Dodger's Cache. Check it if the area is clear, though other Raiders tend to know about it too.
What Happens Next
Interact with the Cache. A fuse blows and a small explosion goes off, but it doesn't hurt you. The cache turns out to be empty of what you need. Tian Wen radios in and points you to a new location further up the mountain.
Step 2 - Dodger's Bag at Pilgrim's Peak
Getting to the Antenna
Head back up to the surface and start moving northeast toward Pilgrim's Peak, the massive antenna structure in the northeast corner of Blue Gate.
The Zipline Trick
This is the part that trips people up the first time. Go to the base of the antenna and find the small doorway on the furthest northwest side of the structure. Inside is a vertical zipline. Ride it up, but jump off before it reaches the top platform. There's a hidden room in the middle section of the antenna, below the top platform, and that's where Dodger's Bag is. If you ride all the way to the top, you've gone too far. It might take a try or two to nail the timing.
Grabbing the Note
Once you're in the middle room, head to the right side. You'll find a small yellow bag tucked against some large containers or orange electrical equipment. Interact with the bag to find a Note inside, then pick up Dodger's Note.
Step 3 - Get Out
Once you have the Note, head straight for an extraction point. If you have a Safety Pocket, drop the Note in there before you do anything else. You don't need to manually deliver it to Tian Wen. Extracting with it in your possession completes the quest.
She'll confirm she got it. It wasn't the Bastion Cell she was expecting, but now she at least knows what happened to Dodger.

What's Next - Settled in Full
Finishing Outstanding Balance unlocks a new quest from Tian Wen called Settled in Full. This time she wants a Bastion Cell, which means you'll need to take down a Bastion and deliver the Cell directly to her. Taking out a Bastion is a serious combat task, so come prepared.
